Bill Analysis

SB 1281 proposes to administer the Property Assessed Clean Energy (PACE) program as a statewide program, establishing oversight by the State Energy Conservation Office;s designated third-party administrator. The PACE program is currently authorized under Local Government Code and incentivizes Texas property owners to upgrade facility infrastructure with private, affordable, long-term financing. The bill eliminates the burdens of local programs intending to do the equivalent and expedites the availability of the program.

Texas Action is neutral on SB 1281 because it does not affect our liberty principles.
