The State Soil and Water Conservation Board is required to implement a provision of this Act only
if the legislature appropriates money specifically for that purpose. If the legislature does not
appropriate money specifically for that purpose, the State Soil and Water Conservation Board
may, but is not required to, implement a provision of this Act using other appropriations available
for that purpose. The appropriation that would be made by this Act would be contingent on the
agency receiving $10,000,000 in federal funds for the purpose of eradicating carrizo cane during
the biennium ending August 31, 2021.
SB 1205 would appropriate $10 million to the State Soil and Water Conservation Board for the purpose of controlling Carrizo cane, an invasive species, along the Rio Grande Valley. This $10 million is contingent on the federal government also providing $10 million toward the project.
Texas Action is neutral on SB 1205 because it does not appear to have a connection to our liberty principles. We do not object to this bill because invasive species mitigation is within the legitimate role of state government.
