Bill Caption

Relating to an appropriation of money from the general revenue fund to the State Soil and Water Conservation Board for the purpose of eradicating Carrizo cane, contingent on the receipt of federal funds for the same purpose.

Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for SB 1205, Committee Report 1st House, Substituted: a negative impact of ($10,000,000) through the biennium ending August 31, 2021.

The State Soil and Water Conservation Board is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the State Soil and Water Conservation Board may, but is not required to, implement a provision of this Act using other appropriations available for that purpose. The appropriation that would be made by this Act would be contingent on the agency receiving $10,000,000 in federal funds for the purpose of eradicating carrizo cane during the biennium ending August 31, 2021.

Bill Analysis

SB 1205 would appropriate $10 million to the State Soil and Water Conservation Board for the purpose of controlling Carrizo cane, an invasive species, along the Rio Grande Valley. This $10 million is contingent on the federal government also providing $10 million toward the project.

Vote Recommendation Notes

Texas Action is neutral on SB 1205 because it does not appear to have a connection to our liberty principles. We do not object to this bill because invasive species mitigation is within the legitimate role of state government.
