Relating to the residence address of a voter for purposes of a response to a confirmation notice sent by the voter registrar.

No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 1190 would define a person's residence related to the process of confirming the accuracy of the person's residence for purposes of voter registration, as well as notifying the person of a challenge to a person's voter registration. The order would be the following: (1) the address listed on an individual's driver's license; (2) the address listed on a personal ID card; (3) the address listed on a license to carry a concealed handgun; (4) an address at which the individual receives mail; (5) the address the individual claims as a homestead; and (6) the registration address of a vehicle owned by the individual.

Individuals with no address could submit an affidavit to the registrar providing a description of the location of the person's residence. 

Vote Recommendation Notes

Texas Action remains neutral on SB 1190 as it is a procedural bill which has no impact on our liberty principles.
