According to the Legislative Budget Board, no fiscal impact to the state is anticipated. 

Bill Analysis

SB 1177 would require the Health and Human Services Commission (HHSC) to allow a Medicaid managed care organization (MCO) to offer "medically appropriate, cost-effective, evidence-based services" from a list approved by the state Medicaid managed care advisory committee. Additionally, HHSC would be required to submit an annual report to the legislature on the number of times a service from the list included in the contract is used by a MCO.

Since this is a matter that does not concern liberty principles, Texas Action has a neutral stance towards SB 1177.
