Fiscal Notes

The bill could result in savings to the General Revenue Fund by reducing erroneously made wrongful imprisonment payments. The savings cannot be estimated at this time.

Bill Analysis

SB 1151 would entitle the comptroller to obtain information about criminal history that the comptroller believes is necessary for the enforcement and administration of Chapter 103, relating to the compensation to persons wrongfully imprisoned. This would allow the comptroller to more effectively and immediately cease compensation for wrongful conviction if the claimant was convicted of a felony.

Vote Recommendation Notes

Texas Action supports SB 1151 on the basis of personal responsibility. The comptroller should use the most effective means possible to cease payments to a wrongfully convicted person if that person is later convicted of a felony.
