No significant fiscal implication to the State is anticipated.
The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill. The Department of State Health Services is
required to implement a provision of this Act only if the department receives gifts, grants, or
donations for that purpose or if the legislature appropriates money specifically for that purpose.
If the department does not receive gifts, grants, or donations and legislature does not appropriate
money specifically for that purpose, the department may, but is not required to, implement a
provision of this Act using other appropriations available for that purpose.
SB 1145 would create an Eating Disorder Task Force to study the prevalence of eating disorders in Texas and the current access to care for those that suffer with eating disorders.
Texas Action is opposed to SB 1145 because it violates the principle of limited government. It is outside the core functions of a limited government to conduct this type of study; rather, this is a role better suited for nonprofit organizations and the healthcare industry.
