Fiscal Notes

According to the Legislative Budget Board, there would be a negative impact of ($1,160,000) through the biennium ending August 31, 2021.

Bill Analysis

SB 1119 would require the Department of State Health Services (DSHS) to develop an initiative to reduce the adverse health impacts of diabetes, hypertension, and obesity for adults and children in border counties. This would include promoting educational resources, screening persons at risk for those conditions, and referrals to and treatment by health care providers for those conditions. 

DSHS would also be required to conduct an outreach campaign and submit a report to the legislature describing the health outcomes, health care savings resulting from prevention, and other relevant findings. This bill would expire December 31, 2031.

Vote Recommendation Notes

Texas Action opposes SB 1119 because it violates the principle of limited government. It is not the proper role of government to develop costly initiatives for specific health concerns. A campaign of this nature is more properly conducted by private philanthropic organizations.
