The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The agency is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the agency may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.

Bill Analysis

SB 1105 would make various reforms to the STAR Kids program, a Texas Medicaid managed care program that provides Medicaid benefits to children and adults ages 20 years and younger who have disabilities. These reforms include transitioning from state-issued provider identifier numbers to national provider identifier numbers, implementing a modernized claims processing system, standardizing Medicaid grievance data reporting and tracking, and ensuring that notice to a Medicaid recipient regarding the denial of coverage or prior authorization includes certain information. In addition to these requirements, the bill would direct the Health and Human Service Commission (HHSC) to make updates to their policy manual that would reflect the changes of covered benefits.

Furthermore, this bill would require a Medicaid managed care plan offered by a managed care organization (MCO) that contracts with HHSC to be accredited by a nationally recognized accreditation organization. The bill would also require HHSC to prepare and submit a report evaluating the feasibility of providing Medicaid benefits to children enrolled in the STAR Kids program under an accountable care organization model or an alternate model developed by Centers for Medicare and Medicaid Services.
