The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
SB 1016 would require the Texas Education Agency (TEA) to conduct an audit once every four years that would review the professional development requirements and continuing education requirements that are applicable to educators in the state. The goal, among other things, would be to "consider the value of maintaining existing state-mandated training requirements relating to specific topics and seek to eliminate any unnecessary topic-specific training requirements."
Texas Action recommends supporting SB 1016 because it promotes our principle of limited government. By requiring the TEA to audit these training and continuing education mandates, the state may be able to do away with unnecessary or conflicting requirements. For these reasons, we support SB 1016.
