Bill Analysis

HB 982 would allow the Comptroller of Public Accounts to collect funds that were to be gifted, granted or donated to the Success Contracts Payment Trust Fund Account. Under current law, the legislature has to appropriate funds to this specific account. Funds that would be collected under these conditions would be required to follow certain guidelines from the Comptroller. The bill also states that the a contract relating to these funds would not be enforceable until the funds are received.
