No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 974 would require trustees on the State Board of Education to undergo school safety training. Schools would also be required to require any person entering the school for any reason other than to attend a school-sponsored public event to display the person's driver's license or another form of photo identification. The school would need to verify that the person visiting is not a sex offender. Schools would be able to develop a photo identification card that is only valid for the school year that it is issued during or a photo I.D. for a parent if they have no other photo I.D.
