HB 826 would create the University of Houston College of Medicine at the University of Houston. 

Vote Recommendation Notes

Technically this would grow government by expanding a state university. However, public universities are mandated by the Texas Constitution and are therefore a legitimate function of state government. We do not take a position on the creation of this new medical school but note that it may help to address the reported doctor shortage our state faces.
