Bill Caption

Relating to measures to assist students enrolled at public institutions of higher education who are homeless or who were formerly in foster care.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 809 would expand services for students in institutions of higher education that were formerly homeless, in foster care, or in a conservatorship. Institutions would be required to designate one employee to each student who was formerly homeless, as they currently do for students formerly from a conservatorship, and require them to contact the student to facilitate the transition from secondary to post-secondary education. This liaison would also be required to provide information regarding financial aid, on and off campus housing, food programs, and counseling services.

This bill would also expand temporary housing services to students who were formerly homeless. Additionally, students who were formerly homeless would also be given priority on-campus housing.

Vote Recommendation Notes

Texas Action remains neutral on HB 809.
