No significant fiscal implication to the State is anticipated in the 2020-21 biennium. Savings may increase and become significant in future years.

Bill Analysis

HB 800 would amend Section 62.151, Health and Safety Code, to state the Children's Health Insurance Program (CHIP) must provide as covered benefits prescription contraceptive drugs or devices approved by the United States Food and Drug Administration. The child health plan may provide as covered benefits prescription contraceptive drugs or devices for an enrolled child younger than 18 years of age for the purpose of primary and preventive reproductive health care only if the prescribing health care provider receives written consent for the prescription from the enrolled child ’s parent, guardian, or managing conservator.

Vote Recommendation Notes

The high cost of health care and health insurance is partly the result of government interference in the form of mandates. This bill would grow government by adding a layer of care to an already highly bureaucratic government program, while also adding an additional burden to the taxpayer. Creating new state mandates, such as these, abridges our limited government and free market principles. Therefore, we oppose HB 800.
