Bill Analysis

HB 771 would shift the burden of having to place signs in school zones warning of the prohibition on cell phone usage from the county/municipality to a local authority that has jurisdiction to enforce the prohibition. Effectively this transfers the responsibility to place these signs in school zones, or to approve the posting of signs by a school or school district, to local law enforcement.

Texas Action remains neutral on HB 771 as it does not directly impact any of our liberty principles.
