The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 737 would require the creation of specialty license plates for public school teachers. One set of plates would be made available for teachers with 15 or more years of experience while another would be made for retired teachers with at least 20 years of experience. Teachers choosing the license plates would be exempt from the typical registration fee for one set of plates, but would have to pay a $10 issuance fee for the Texas Teacher plate or $5 for the Retired Teacher plate.

Vote Recommendation Notes

Texas action does not oppose the creation of specialty license plates, however we do oppose exempting teachers and retired teachers from registration fees. Over time this will short the State Highway Fund a significant amount of funding which will have to be made up elsewhere. We believe that registration fees for license plates should apply equally rather than allowing special exemptions for preferred classes.
