No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 720 would authorize unappropriated water, including storm water and floodwater, to be appropriated for recharge into certain aquifers in Texas. This would allow for storage of this water in aquifers and for the water to later be appropriated for beneficial use. Additionally, HB 720 would authorize the application for amendment to a water right to request an increase in the amount of water that may be diverted based on an evaporation credit which would be taken into consideration in a storage reservoir.

Vote Recommendation Notes

Texas Action remains neutral on HB 720 as it does not affect our liberty principles. This does appear to be sound public policy to help retain and store storm water and floodwater for future.
