Relating to training requirements for public school nurses and certain other school personnel regarding seizure recognition and related first aid.
No significant fiscal implication to the State is anticipated.
HB 684 would provide that a parent of a student with a seizure disorder who seeks care for the student's seizures while the student is at school must submit to the school district a copy of a seizure management and treatment plan developed by the parent and the physician responsible for the student's seizure treatment. The plan must identify the health care services the student may receive at school, evaluate the student's ability to manage and level of understanding of the student's seizures, and be signed by the parent and physician. This bill would also provide that care of a student under a seizure management plan is within the scope of duties of the district employee's employment.
Additionally, this bill would require school nurses to complete an online course regarding managing students with seizure disorders. School district employees whose duties include regular contact with students would be required to complete an online course regarding awareness of students with seizure disorders.
Finally, this bill would require principals at each school district at which a student with a seizure disorder is enrolled to: (1) seek school employees to serve as unlicensed seizure care assistants, and (2) make efforts to ensure that the campus has at least one unlicensed seizure assistant if a full-time nurse is assigned to the campus, and at least three unlicensed seizure care assistants if a full-time nurse is not assigned to the campus.
