HB 496 would require every public school campus and open-enrollment charter school campus to have a bleeding control kit and have them easily accessible on campuses. Each kit must have a tourniquet, two compressed gauze dressings, one trauma dressing, nitrile gloves, scissors, and instructional documents. The kits would be required to be inspected once annually. Employees and volunteers using the kits would be given immunity from civil prosecution if they used the kit in good faith to help an injured person.
Open-enrollment charter schools and public school districts would be required to develop and annually make available a protocol for school employees and volunteers to follow in the event of a traumatic injury.
