No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 4690 would expand the territory of the Gulf Coast Water Authority to include Brazoria and Fort Bend Counties. The bill would also authorize bonds, establish various duties, and grant rulemaking authority to the new territory. The purpose of this expansion would be for the construction of new water infrastructure in Brazoria and Fort Bend Counties. The bill would make various updates to the board of directors, including the process for removal. 

Vote Recommendation Notes

Texas Action remains neutral on HB 4690 as it is a local bill which does not affect our liberty principles.
