Estimated Two-year Net Impact to General Revenue Related Funds for HB 4566, As Introduced: a positive impact of $63,805,032 through the biennium ending August 31, 2021. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 4566 would require all prisoners confined to state jail facilities to be awarded diligent participation credit for participating in an educational, vocational, treatment, or work program against any time the prisoner is required to serve in the facility. It would repeal a provision requiring a judge to first make and enter a finding in the judgment of a case of a person who is convicted of a state jail felony regarding whether the person is presumptively entitled to diligent participation credit.

Vote Recommendation Notes

Texas Action supports HB 4566 as it advances the principle of limited government. This bill would save taxpayer funds by allowing all state jail felony offenders to be awarded diligent participation credit, as well as encourage participation in programs that would assist the offender with reentry after he or she has served their time.
