Relating to the statute of limitations for the offense of abandoning or endangering a child.
No significant fiscal implication to the State is anticipated.
Under current law, the statute of limitations for abandonment or endangerment of a child is five years. HB 442 would extend the statute of limitations for these offenses to ten years.
We believe that statutes of limitation serve an important part of an effective and efficient justice system. A five year extension on the statute of limitations for these offenses does not appear to be excessive, however we do not have a basis to determine whether it is appropriate. For these reasons we remain neutral.
