Estimated Two-year Net Impact to General Revenue Related Funds for HB 4414, As Introduced: a negative impact of ($800,428) through the biennium ending August 31, 2021.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 4414 would require the Texas Education Agency (TEA) to create a rubric, in conjunction with relevant state agencies, for use by regional education service centers to identify resources related to student mental health that are available to schools in their respective regions. This rubric would need to include training, school based programs, health providers, and sources for public and private funding.

Additionally, this bill would require the TEA to create a statewide plan to ensure that all students have access to mental health services.
