Adverse childhood experiences are traumatic events that can disrupt neurodevelopment and increase the likelihood of negative health, behavioral, educational, and economic outcomes.
HB 4138 would require the Health and Human Services Commission, in collaboration with various other state agencies and institutions, to analyze data related to the causes and effects of adverse childhood experiences; evaluate prevention needs and gaps in services and support; identify best practices for prevention and treatment of adverse childhood experiences; and implement a five-year strategic plan, which would be developed not later than December 31, 2020.
