Relating to safety and inspection reporting requirements for certain utilities that provide electricity.

No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 4150 would require an electric utility, municipally-owned utility, or electric cooperative to meet the national minimum clearance requirements in the construction of any transmission or distribution line over certain lakes.

This bill would also require these entities to submit to the Public Utility Commission (PUC) a report the includes summary descriptions of certain training programs provided by the entities to their employees and contractors. It would also require a report for the preceding 12-month period that includes certain information related to system or asset inspections.

Vote Recommendation Notes

Texas Action remains neutral on HB 4150 because it does not affect our liberty principles.
