According to the Legislative Budget Board, there would be a negative impact of ($6,002,186) through the biennium ending August 31, 2021.

Bill Analysis

HB 3991 would increase the number of slots available in the deaf-blind multiple disabilities (DBMD) Medicaid waiver program, and direct the executive commissioner of the Health and Human Services Commission (HHSC) to establish minimum reimbursement rates for certain service providers. The rates would take into account the provider's level of training, education, and experience and be adjusted annually for inflation. This bill would implement recommendations by the Governor's Committee on People with Disabilities.
