According to the Legislative Budget Board, no fiscal impact to the state is anticipated. 

Bill Analysis

HB 3964 would amend the Election Code to state that the percentage of countywide polling places in each commissioners precinct located in counties with populations of less than one million must be as equal as mathematically possible to the percentage of registered voters of the county who reside in each commissioners precinct, or, in counties with a population of one million or more, "the percentage of the total number of countywide polling places located in each state representative district...must be as equal as mathematically possible to the percentage of registered voters of the county whose registrations are effective on the date of the election residing in each state representative district."
