Bill Analysis

HB 3871 would allow counties to declare slower speed limits of 20 miles per hour on county roads or highway located within 500 feet of an elementary, secondary, or open-enrollment charter school, college, or university. The bill would additionally allow the schools to request annual public hearings to consider speed limits on highways in the county or municipality near the school and would prevent local governments from rejecting requests from schools to lower speed limits without presenting a reasonable basis for rejection in written form.

Texas Action remains neutral on HB 3871 as it does not affect any of our liberty principles.
