Bill Analysis

HB 373 would prohibit judges who place an individual on community supervision from prohibiting the individual's interaction with organizations whose members include people with criminal histories if the organization works with community members to address criminal justice issues, offers training programs to assist those who were formerly incarcerated, or advocate for criminal justice reform.

The purpose of this bill is to prevent the conditions of community supervision from prohibiting a person having contact with an organization that provides services or programs to support people on probation simply because some of the people involved with the organization have a criminal history.

Vote Recommendation Notes

While we are generally supportive of the purposes of this legislation we are concerned it may go too far in curtailing judicial discretion in these matters. For this reason we remain neutral.
