The agency is required to implement a provision of this Act only if the legislature appropriates
money specifically for that purpose. If the legislature does not appropriate money specifically for
that purpose, the agency may, but is not required to, implement a provision of this Act using other
appropriations available for that purpose.
HB 3710 would require the Texas Education Agency to select three of the secondary-level end-of-course tests required by state law, develop three electronic tutorials that provide a review of each course, and make the tutorial available to public school districts.
