Bill Analysis

HB 3511 would establish the Commission on Texas Workforce of the Future to engage business, state agencies, and local workforce system partners to build the state's workforce talent pipeline. Among other things, the commission would be required to develop recommendations on ways strengthen and support industry-led public-private partnerships that connect people with careers and match employers with skilled talent, and to attract, educate, develop, and place workers in high-demand industry sectors.

The commission would also be required to provide data relevant to college and career readiness, industry-based workforce credentials, associate and bachelor's degree programs, and high-demand industry jobs and careers. 

Vote Recommendation Notes

We oppose HB 3511 which puts the state in the position of conducting research and making recommendations for the benefit of private industry. Private industries that would benefit from this type of activity should consider pooling their resources and creating their own task force to consider the best ways to develop a workforce talent pipeline that will benefit their respective industries.
