No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 3503 would authorize the Commission on Law Enforcement to give county jailers firearm training. A jailer who is issued a certificate of firearms proficiency and who maintains weapons proficiency would be able to carry a firearm during the course of performing duties and while traveling to or from the jailer's place of assignment.

The bill also includes a provision which states that a county jailer's failure to demonstrate weapons proficiency does not affect the jailer's license.

Vote Recommendation Notes

Texas Action remains neutral on HB 3503 as it does not affect our liberty principles.
