According to the Legislative Budget Board, no fiscal impact to the state is anticipated. 

Bill Analysis

HB 3405 would require the Executive Commissioner of the Health and Human Services Commission to establish a task force to raise awareness of sickle cell disease and sickle cell trait. The task force's duties would include advising the Department of State Health Services on implementing the recommendations of the 2018 Sickle Cell Advisory Report, or any other report the executive commissioner determines is appropriate, and any other tasks assigned by the executive commissioner to accomplish the purposes of the bill.

Vote Recommendation Notes

Texas Action is opposed to HB 3405 because it would violate the principle of limited government. This type of awareness campaign is more properly within the domain of non-government organizations, the medical community, and private philanthropic organizations rather than the state government.
