However, the bill would make an appropriation from a General Revenue Dedicated account used for certification, therefore the bill would have a negative impact of ($23,000,000) on General Revenue Related Funds available for certification in the biennium ending August 31, 2021.

Bill Analysis

According to the author's statement, almost a decade ago, the Legislature established the emergency radio infrastructure account to speed development and operation of an interoperable statewide emergency radio infrastructure. After Hurricane Harvey, the Department of Public Safety indicated that there remain unappropriated funds for radio infrastructure.

HB 3397 would appropriate $23 million from the emergency radio account in the general revenue fund to the Texas Division of Emergency Management for the 2020-2021 state fiscal biennium to be used to plan, develop, and provide an interoperable statewide emergency radio infrastructure.
