Bill Analysis
HB 3301 would authorize certain hospitals in rural areas to
create a merger agreement under the oversight of the appropriate state agency. The bill would allow for the creation of a contract by one or more parties and it also gives clarification for the requirements under the contract, including the rules for the parties under a Certificate of Public Advantage (COPA), which is the written agreement for the merging entities. The designated state agency would be allowed to assess a fee for filing an application under these provisions in an amount not to exceed $75,000.
