Relating to the use of Texas emissions reduction plan funds for a study conducted by the Texas A&M Transportation Institute.

Fiscal Notes

No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 3249 would provide funding capped at $250,000 from certain money appropriated to the Texas Commission on Environmental Quality to be used for programs under the Texas emissions reduction plan to contract with the Texas A&M Transportation Institute to study the relationship between traffic congestion and its effect on the environment.

Vote Recommendation Notes

Texas Action remains neutral on HB 3249 as it does not affect our liberty principles. This appears to be a use of the Texas emissions reduction plan funds that is consistent with the purpose of the fund.
