Bill Analysis

HB 3217 would remove a statutory prohibition preventing the State Board of Education (SBOE) from requiring more than 18 semester credit hours of education courses for a person to obtain a teaching certification. The bill allows for the SBOE to include hours of field based experience in addition to internships in credit hours needed for certification.

Vote Recommendation Notes

We support allowing field based experience to count toward obtaining a teaching certification, however we are wary that removing the 18 hour limit on education related courses could result in requiring even more credit hours in education courses, thus increasing the burden of obtaining a teaching certificate. For these reasons we remain neutral on SB 3217.
