Bill Analysis

HB 3177 would create the offense of continuous sexual abuse of a young child or disabled individual by expanding the applicability of conduct constituting the offense of continuous sexual abuse of a young child or children to include disabled individuals. This bill includes any knowing act of: (1) compelling prostitution; (2) trafficking another person and, through force, fraud, or coercion, causing that person to engage in prostitution, promotion of prostitution, aggravated promotion of prostitution, or compelling prostitution; and (3) receiving a benefit from participating in a venture that involves such engagement or engaging in sexual conduct with a person trafficked in such a manner.
