Bill Analysis

HB 3116 would establish a task force to study best practice standards for the detention of people with intellectual or developmental disabilities. The task force would be required to submit their report by December 2020. 

Vote Recommendation Notes

Texas Action supports HB 3116 because it promotes limited government principles. A legitimate function of a limited government is ensuring equal access to justice for all individuals. Since individuals with intellectual and/or developmental disabilities make up a significant portion of the jail and prison populations, it is imperative that best practices are implemented by local and county jails so that when these individuals are detained, they receive fair and reasonable accommodations and have better access to justice.
