Bill Analysis

HB 3088 would exempt Texas Department of Transportation purchasing personnel from certain comptroller-mandated training, continuing education, and certification requirements if their duties relate primarily to highway construction or engineering contracts. 

The purpose of this bill is to exempt a specific group of TxDOT employees from being subject to mandatory training and continuing education requirements that may not are not relevant to their work. It is our understanding from information provided by the bill author that this group of TxDOT employees is already subject to rigorous training that is directly relevant to the contracts they work on.

Vote Recommendation Notes

While we support eliminating duplicative training requirements, we have no basis to determine which training requirements these particular TxDOT employees should be subject to. For this reason we remain neutral on HB 3088.
