Estimated Two-year Net Impact to General Revenue Related Funds for HB306, Committee Report 1st House, Substituted: a negative impact of ($2,592,235) through the biennium ending August 31, 2021. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
Bill Analysis
HB 306 would create an open burn pit registry for certain service members and veterans who were exposed to open burn pit smoke or other airborne hazards during their service. This bill would require the documentation of veterans information that includes any medical conditions believed to be caused by burn pit smoke or other airborne hazards. Registration for the burn pit would be voluntary.
Vote Recommendation Notes
Texas Action recommends opposing this bill because it violates the principles of limited government and personal responsibility. There is already a federal registry intended for the
same purpose. We believe this is the role of the federal government, not the
state.
