Relating to the Texas college work-study program and to establishing a program for the off-campus employment of certain students at public or private institutions of higher education.

HB 3042 establishes an internship program in that would provide jobs and financial assistance to certain college students. Under the Texas Working Off-Campus Internship Program, the Higher Education Coordinating Board would be required to partner with for-profit and nonprofit entities to provide certain jobs, while also requiring the program to provide a living wage to its participating students. HB 3042 provides for the necessary oversight for the program, such as the criteria for participation and ensuring that the program is in compliance with the federal Civil Rights Act. The bill would also require the Higher Education Coordinating Board to partially reimburse for the cost in order to provide for these internships.
Texas Action is opposed to HB 3042 because it violates our principles limited government and free markets. It is not the role of the state government to incentivize businesses to provide a paid internship.
