Estimated Two-year Net Impact to General Revenue Related Funds for HB3000, Committee Report 1st House, Substituted: a negative impact of ($1,289,919) through the biennium ending August 31, 2021.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 3000 would require school districts and open-enrollment charter schools to provide written notice to a parent of a student enrolled in the district of a data breach involving the student's information within 30 days after the date on which the district becomes aware of the breach. The district must submit to the Texas Education Agency (TEA) a report on the data breach within 60 days. TEA would establish an electronically searchable database that contains information regarding each reported district data breach.
