Estimated Two-year Net Impact to General Revenue Related Funds for HB2983, Committee Report 1st House, Substituted: a negative impact of ($2,900,000) through the biennium ending August 31, 2021.
The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
HB 2983 would change how often schools would be required to administer certain assessment instruments in elementary and middle school, removing annual requirements for both mathematics and reading. This bill would also give the Texas Education Agency (TEA) the authority to set the minimum satisfactory adjusted scale score for these assessments that would apply to both public school districts and charter schools. Students in applicable grades who do not perform satisfactorily would be required to take the assessment instrument the following year while students who do perform satisfactorily would not.
