Fiscal Notes

No significant fiscal implication to the State is anticipated. However, the bill permits the institution to request non-formula support, which could, if funded,result in significant costs to the state.

Bill Analysis

HB 2867 would codify the creation of the Sam Houston State University College of Osteopathic Medicine. 

Vote Recommendation Notes

Technically this would grow government by expanding a state university. However, public universities are provided for by the Texas Constitution and the Constitution vests authority in the legislature to administer state universities making this a legitimate function of government. Whether or not this is a wise use of state resources is a policy decision for the legislature to make. We remain neutral on HB 2867.
