Bill Analysis

HB 2667 implements a host of recommendations from the Texas Department of Licensing & Regulation as identified in its 2019-2023 strategic plan. Most significantly, this bill would require a program provider license for providers of certain court-ordered educational programs. The bill would also require an instructor license for a person offering instruction for these court-ordered educational programs. 

The bill makes changes to other licensed occupations including reducing the frequency of automotive part recycler inspections and providing for a dual barbershop and massage establishment license. 

Vote Recommendation Notes

Texas Action opposes HB 2667 for creating new occupational licenses for providers and instructors of court-mandated education programs. Rather than create new licensed occupations, the state should pursue meaningful and permanent occupational licensure reform in order to remove barriers to work in the state and truly let the free market thrive.
