HB 2621 would require the commissioner of the Texas Education Agency to create a common application for all open-enrollment charter schools. The commissioner would also adopt guidelines for open-enrollment charter schools that receives more acceptable applications for admission than positions available to create and manage a waiting list.
Governing bodies of open-enrollment charter schools would also be required to submit a report to the TEA regarding their school's enrollment capacity, how many students are enrolled, and the total number of students on a waiting list for admission. Each report would be required to be compiled and posted on the TEA website.
Texas Action opposes HB 2621 which is out of alignment with the principle of limited government as the major provisions of this bill are neither necessary nor desirable. There are a wide variety of charter schools which means that their application forms will necessarily vary. A common form would do more of a disservice to the schools and applicants than it would help. Furthermore, charter schools already maintain and manage waiting lists and are not in need of further micromanagement in this area. For these reasons we oppose HB 2621.
