Bill Analysis

HB 2609 would allow a school district to assign to a bilingual program a teacher certified in English as a Second Language if the Commissioner of the Texas Education Agency determines that there is a shortage of teachers certified in bilingual education and if a teacher certified in bilingual education is not reasonably available to the school district.

Vote Recommendation Notes

Texas Action remains neutral on HB 2609 because it does not impact our principles.
