Relating to permissible teachers assigned to a bilingual education program and the permissible uses of the bilingual education allotment provided under the foundation school program.
No significant fiscal implication to the State is anticipated.
HB 2609 would allow a school district to assign to a bilingual program a teacher certified in English as a Second Language if the Commissioner of the Texas Education Agency determines that there is a shortage of teachers certified in bilingual education and if a teacher certified in bilingual education is not reasonably available to the school district.
Texas Action remains neutral on HB 2609 because it does not impact our principles.
