Bill Analysis

HB 2578 would exempt certain restrictions on toll collection by a private participant or subcontractor under a comprehensive development agreement entered into before September 1, 2017.

This would effectively exempt the SH 288 toll road project in Harris County from tolling fee limitations that were imposed by the 84th Legislature. 

Vote Recommendation Notes

Texas Action opposes HB 2578 for violating the principle of limited government. Exemptions should not be made from important protections that help prevent motorists from being overcharged for tolls and fees.
